Hmmm. So a Russian server manages to get 137 votes within one week of opening its server, escalating it up the polls all the way to first place by the time this comment is made. It just so happens all the voters happen to have English names... With English letters, and the names themselves seem strangely random or mixed. If I didn't know better, I might say someone was -buying- the votes. ;)
Well, this server is pretty old, thought. But this thing about votes is a similar for all Starbound servers. Just check another server's votes and you will see the same. Maybe, it is all because SB is not so popular to have an active community placing votes...
Anyway, there is no need to buy votes - this is just a vaste of money. Everyone with Tor can place votes time by time.
So this fight for population is unfair from α to ω.
According to the server listings, your server was registered July of this year. You are by no means an old server, especially compared to the veterans who held the top rankings for the past 3 or so years. So either you had a -massive- influx of English speaking players who wanted to join an obscure, Russian server, or you committed voter fraud.
Buying votes, vote bots, whatever the method, it is voter fraud, and it is strictly against the rules.
Look, I understand you want more attention, but you serve a very niche audience anyway. I have strong suspicions there are other servers that commit voter fraud, and they deserve investigation. However, with you it's obvious.
Earn your votes fairly from now on, or I will report this and have someone with more official power look into this.

July of this year? Yeap - THIS sever was registered in July. But, there is some interesting thing to think about: this is not the first server from this RP project. Actually, this is a third (THIRD, CARL!) server. And the project has about 2 years hystory, so you better take back some of your words.
English nicknames. Seriously? Do you think, that all russian players should call themselves something like "Tsar", "SlavaStalinu" or maybe "IvanLovesVodka"? You are just a nazy if you think so.
Doesn't this server keep getting taken down for buying votes? Also I think what he is getting at is if you look at the 'nicks' that people select for their vote tags are all random, inconsistent nonsense, its a common sign of vote fraud. and another thing you're jump to racism as a defensive mechanism against criticisms makes me feel like your an american collage student by the by.
Nonsence? Just think about reasons for this - maybe someone doesn't want to have his main nickname spotted and he using some kind of random nick here. Btw, my nickname here is not my regular. And all your words, about "common sign of vote fraud" sounds just completely pointlessly, because (and I can prove that) false voters always has an absolutely normal nicknames. Next...

Wanna know, what I think about all this words upchat? This is just some people from ILoveBacon, trying to remove their possible rival. Everyone can find a reason for report, even I can report you all for nacionalistic trashtalking but I will not. Because this is awfully ill-judjed way of criticism and every man with free will and non-crapfilled brains should avoid it.

If a French speaking server lower on the polls for years now suddenly jumped to first place, that looks unusual. You are right in saying starbound is rather obscure in terms of popularity today. It hard enough to get a solid community to vote with just english speakers and English servers! And we have the advantage of being the majority here, with most of the players coming from the United States, Canada, and parts of Europe. So if that same French server mentioned earlier suddenly hit the top of the listing, and the voters' names were comprised of Japanese kanji that translated as random gamer tags and other nonsensical stuff, one might wonder just where these voters came from.
But I get it. Some servers have bilingual individuals. This could have been a simple misunderstanding. Except that when we checked your voting trends it showed a sudden dissonance compared to what it was prior. You had a much smaller pool of votes and suddenly it jumped nearly 5-6 times of what it originally was.
You advertise yourself an an rp server with whitelisting.
That further limits what the player base should be, judging by all previous trends. Not only that, but you would also be competing with the -other- Russian server that suddenly and mysteriously hit the top of the listing. Hmmmm...
If I am wrong; I will apologize and offer my apologies as well as my amazement. If what you did is legitimate, it has broken -all- previous expectations and molds. But I am a follower of razor, which means the most obvious, most simple explanation is likely the correct one. IE; you used voting bots, because all the circumstances and previous experience with other servers shows this.
Ps: your forum and most of your server uses Russian characters. I only see a few regular names there. Either your new, English using member base is largely mute there or they don't exist.

Anyway, your words about strange activity rush is true. But this rush is even more strange, because seriously - no one will do it. It is stupid to make something like that - everyone see obviosly fake votes.
I can tell, that is too obvious to be totally true...
Maybe, we got some shady movement down there. I ve asked their administrator about this, and looks like he don't even give a... you know what. This is more than interesting, so you better look at the other server's votes. Maybe, this situation is not so clear, as we think.
Anyone who needs proof of what you are doing only needs to go and look at the random upspikes you have in votes. Averaging typically 2~5 votes a day, then suddenly 45 votes in a single day. Same with the other Russian server buying votes. But hey, more power to yah guys I guess. I know everyone likes the attention, I can't blame you for it. Must suck not garner that kinda popularity in a fair and reasonable way. I just would hope more people more often would follow the rules about this kinda thing and really earn the popularity from having an exemplary service instead of... well, to be frank instead of what you are doing.
Guys, come back to Earth kinda - there is no need to "buy" votes - this is just a waste of money. But there is the way to make vote from Tor browser time by time. I ve asked shadowshire's administrator about this, and he told me, that knows nothing about strange vote activity. BUT, he told me and about possible inititatots of this. There is some russian servers in the bottom of the first page, which has dirty history and weird community. Sometime ago, they made some kind of DOS-attack on shadowshire, trying to decrease it's online with those dirty metods. They possibly can use the same tactic to make vote overdoze on new earth.
